After the failure of this Madien state project. A Jewish settlement in Egypt was thought of in 1902, Joseph Techemperlin suggested to Hertzl a Jewish state in Arish (Sinai), instead of the Jewish state in Cyprus suggested earlier, as that would cause Orthodox Greek and Russian's anger.
They finally decided that the most suitable spot for their project would be northern Sinai. The project was presented to British foreign minister lord Landsdowne. Full explanation of its benefits to the British were emphasized as 10 million Jews would be gathered in Arish alleying with Britain.
